300u govenor tube

I just took off the carb on my 300u to clean it. I noticed also that someone must of put in the wrong bowl gastket, as it didn't match the bowl, but it is all back together and it really needed it. Put it back on and it took care of the sputtering, but the throttle doesn't operate smootly. Did I install the govenor tube wrong? Should I need to adjust something? Any help would be appreciated
