The only good way is to plow it up and start fresh. I had land rented that was very rough so I planted corn in so much of it a year and sowed it back down in grass. The next year I plowed a different plot and done it the same way. The worst thing is after 6 years of plowing and sowing grass, I got it in good shape and the owners son wanted it then. I used a disk one year to try this and it made it worse, then I had big clumps of sod that just stayed there and were really rough. I suppose if you went over it enough times it would get better, but I found it is easier with the plow.
