If you have gas to the carb, it should start, but it is possible that the piston rings are slightly stuck and therefore compression is down, or possibly the valves are a bit stuck and not closing? But, you're right, if you could just get it to fire a couple of times, some of those problems would alleviate themselves. One trick I have done is to remove the spark plugs, squirt a tiny bit of gas directly into the cylinder and then put the plugs back in. She should at least pop then. Another trick is to squirt some gas directly into the intake of the carb, and keep squirting the gas until the engine is running smooth. I won't say this too loud, but starting fluid can be used in the same manner, just be stingy with it.
