Allen, picture number 3 is the cold start position. Acts like a choke on a gas engine. The bottom lever on older models was connected to the Stop/Run control cable. As the Vet said the adjustment screw at the bottom controls the HP. Now if you are just idling around you can stop some of the smoking and slobbering by wedging a piece of metal about the thickness of a dime between the lever and the HP adjustment screw. This cuts down on the amount of fuel delivered to each cylinder. Then when you need the HP just remove the metal. JimB
