Probably a combination of several small wobbles adding up to one big wobble... 1. The universal joint is worn, shot, or slipping on the steering shaft. 2. The worm and sector gears are worn. 3. The sector gear is not tight on the steering post. 4. The bushings holding the steering post are worn. There really isn't a whole lot on the cheap you can do. You can try to stuff a beer can shim between the sector gear and steering post to take up some of the slack. You can try to adjust the lash on the worm gear to take up some more slack. Worst case, you need to replace the worm and sector, along with all the bushings and seals on the steering post shaft.
