I usally take a 2" piece of flat steel 1/4 inch thick and drill a 1/4 inch hole in it. I then arc weld it thru the hole to the flat of the bolt head. Let it cool and bend the steel up a little like a handle. Work it back and forth a little and it comes out.
I just did the broken bolts in a 656 rear axle housing...worked like a champ.
Grandad taught me that years ago. I am not a very good welder, but it still works for me.
Something about the bolt expanding and cooling in the housing helps it work.
