Sometimes, you can heat them, treat them, sing to them, curse them, and they still break. But even that is not the end of the world. I center punch them and start with a small drill bit and work myself up to "almost" to the threads. Then I take a sharp pointed chizzle and tap the remaining lip at an angle towards the center of the hole and they usually pop out for me without damage. then run the thread chaser through to clean it up. ALTHOUGH, the suggestion below about boring a hole in a piece of metal and welding to the broken bolt is interesting. I am going to try that on my next broken one. tw
