What is it

While driving through WV this week I ran across a old country store that had a lot of antique tractors sitting around for display.They were all locked up,parts missing,but very interesting.Amoung all the farmall regulars and McCormicks,there was a cross motor case,fordstons,allis,and a case.There was also a 4 wheel drive tractor with all steel wheels and the motor sit out in the front,The motor was missing along with the hood and raidator,it looked like it was in the 20s.Does any one know what this is.This tractor was not that large the wheels were about 3.5 feet tall
