Your total issue is with that filter change. You've changed oil/filter and now it is "reluctant" to operate as it should. Same old story. Let it run and keep cycling the steering and the loader to work the air out of it. You might have to do it a dozen times. After 5 minutes of "purging" itself, I'll bet it will straighten right out.
