If so then:

It should still spark if the impulse does not trip. One of the best ways to bench test is to turn backward with a wire brush cup on a drill and watch for spark, (no impulse being used there.)

Did you take the gears out that drive the rotor? If so you may not have the little gears timed right. Being out of time would cause the sparks to not reach the dist cap nipples, and thence, not the spark plugs.

If it will pick up a screw driver you have plenty of magnetism.

Have you installed on the tractor and put the coil wire to a ground and looked for bight blue spark? If you have spark to the end of the coil wire, but not the SP wires, then probably is the rotor gears off time.

There are lots of places that could ground the spark out too. The most likely is where the wire from the coil and the wire from the points meet on the condensor. They like to ground out on the mag case right there because the bakelite insulators get old and crumble. If you are grounding there, cut an old old inner tube up and make yourself some insulators and see if you get spark then.

They are pretty simple devices, but I know they can be trying. I went round and round with em before I learned the little tricks that make it all easy. I hope I helped, email me if you need to.
