The 300U is an excellent tractor when in good condition. It does need power steering. The sloppy steering could be anything from loose tie rod ends to more serious problems such as worn gears inside the steering housing -- the gears will be hard to find. The TA is out on the low side, may only need adjustment, but probably needs to be overhauled--something like $5-$700? for parts, probably double that if you have someone do it. It can be used without the TA. $1500 max, but it probably needs $1500-$2000 worth of parts, so $1000 might be fair.
