Ok here is what you do , pull the cover off and look at where the spring goes into the two arms if the spring fits loose and the holes are bigger then the spring. Dia. the littel bushing that are suppose to be in there are not there anymore as the holes that the spring goes into are just a wisker bigger then the dia. of the spring . %This is what pushes the engine back to CURB idel after ya get that fixed then ya must scyronizes the gov. to the carb and this is done by removing the breather cove and with the throttel in the wide open posisin ya remove the headed pin and adjust the linkage till the pin will just slide in then as i do it i give one half turn more to take up slack . but ya have to make sure that the tet is in the slot in the carb.
