If it is a Woods mower, the idler pulleys have sealed ball bearings. They have a limited life. The bearings are pressed into the cast iron pulleys. I've been able to drive them out using a piece of pipe of the appropriate diameter and a support on the back side that avoids contact with the pulley edges and the bearing. It would be better to use a press however. Also, I would note that the manual for my Woods mower calls for 90-140 gear oil in the spindles, not grease. I rigged a grease gun to shoot that into the spindle bearings. I only lube mine 2 or 3 times a year. Oil is much better for high speed bearings than grease.
