I've got a '35 F-20 with starter, lights, and a Heisler overdrive. Ours has the high speed 4th gear in the transmission so it really goes in 4th high. I clocked it at 21 mph. Just a little scary! On the subject of F-20 "add-on" road gears, I remember three different brands:
There was a Behlen and a Bennet that were a fifth gear that required the main transmission to be in "neutral." Then there's the Heisler that is an overdrive and makes it an 8-speed.
