SH Stage II Live PTO?

There is a SH for sale and I verified that it is Stage II by the brakes, starter, battery box etc. However the owner says it does not have live PTO.
Is this possible? Is there another check besides depressing the clutch to see if it does have live PTO? What could be broken to cause the PTO to continually run when engaged? Gordo
