IH504 Steering

I have a 504 that the steering is intermittent, I guess would be the best word. When it's cold always, and sometimes when it warm it just stops working and squeals like mad. The engine lugs down and sounds like it's really working. IT Manual seems to lead to the pressure relief valve being bad. Anyone ever had this problem?? Thanks,
