first check if the control lever is avtivating the spool valve. then i would crack the hydraulic lines loose a little where they go in the cylinder. then operate the swing controls and watch where the fluid comes out of the lines. just nudge the controls, you dont want to spray oil everywhere. that way you can see if you are getting flow to the cylinder itself. is the motor straining when you try and swing the bucket?? could be the cylinder is frozen. if you got fluid at both lines, last resort would be to disconnect the lines at the cylinder and use a come along to swing the bucket and see where the fluid comes out. then hook the lines up accordingly.
