Stange serial number for a C...

I have a restored Model C that has serial number FC 168090, which is outside the range of numbers built. So help me, I've been out looking at that plate with a magnifying glass, and that's what the thing says! No way around it!

So, does this mean that someone added a number on one end or the other? If so, which end? How can I tell?

Any and all suggestions welcome!
