The oil pump pickup assembly is designed as a float to allow the screen to ride up on the oil rather than picking it up from the very bottom of the pan. This was important when engines were being run with non-detergent oils. Muck would form on the bottom and the floating pickup was an attempt to be able to draw cleaner oil into the engine. IH went away from this design it the sixties. There should be a stop to prevent the pickup screen from touching the bottom of the pan. If it were to sit that low it could restrict the oil intake and also wear through the pan.
