sandblast all of it if you can,if you can't wire brush it as best you can. the paint needs a good substrate to stick well.Don't buy cheap paint you will be sorry or will be repainting in 2-3 years. Dupont has served me well over the years but it will cost you 3-4 times what you paid for implement paint.Good luck!
