Since it has been sitting for 2 years, just try cleaning the points before replacing everything. they get a wax like coating on them when sitting especially if the engine stopped when they are open. as far as the ballast resistor goes, some 12v replacement coils are marked as to use with or without resistor. loosen it up in the bracket spin it around and see what it says. If it has internal resistor and one is also hooked up external you won't get a hot spark. It will spark, but it will be weak. I have fixed several tractors around here that were done like that. I think one guy here in town did the 12v conversions and used resistors with internal resistor coils.
