W-400 diesel with shutters?

just checking over my "new" IH w-400D and noticed that on the RH side of the operators platform down by the brake pedals there is a tiny crank and it runs the length of the motor and comes out under the generator. The tractor doesn't have shutters but did they come with them originaly? Just curious.
