The "F" may be a "P", meaning the part was cast on Dec 26, 1946, which would be common on an early 47 model. Shutters were an option, but were usually only on kerosene or distillate models. If the carb is original and unmodified, it will have an adjustable main jet, the gas carbs don't. Also the gas starting tanks have usually been removed, and the hood could be a replacement.
