pneumatic lift on a

hi there, i have a 44 a with a pneumatic lift that doesn't want to lift up very well. the leather is not that old, it has been sitting all winter outside and there is water in the above part of the cannister. is there anyway short of dismantling the cannister to get the water out? as i've lifted it more water comes out but not enough to get it to work well. or is there something else that i'm missing here, something else thats not right? thanks, kevin
