I had a simular problem a few years ago. What I ended up finding is in the top half of the carb their is a peice of alumiunm. That you can pull out. I know you said that you cleaned all the ports but recheck those if necessary run a peice of wire though them. I found that the smalles port was plugged and that prevented the carb not to have enough drag to pull the fuel up without the choke on. Hope this helps.
