Cub racing?

I have a '48 Farmall Cub. I was mowing with it the other day and the engine screamed and then stalled. I put more gas in it, fired it up and the engine was still raciing. the only way I can calm it down is by choking it. I don't think it's a timing issue because the starter sounds normal (not retarded or fast). is it something in the governor or could it be debris in the carb since it ran out of gas? Any help would be great!
