That in-line filter has to be of the correct type. Make double sure it is for a gravity fed fuel system and not for a system that uses a fuel pump. The wrong type of in-line filter will cause the exact symptoms you are having trouble with. I would recommend trashing the in-line filter and get a new fuel inlet fitting WITH the screen.
