Cub Mag. Timing

I need help in timing the mag. on a cub. The problem is that I put the engine together for a friend that took the engine down, not realizing that the governor gear also ran the mag. Because of this I missed setting the timing marks on the governor/mag. gear and assembled the front cover and the pressed on front pulley. So, with out removing the pulley, wich really comes off hard, can I set the engine up on TDC #1 compression and install the gov. so that the gov. gear/slots align with the mag. slots when the rotor is pointing at #1 in the cap, then adjust the timing with a light?
