450 Hitch

I have a bar at the rear left of the deck plate on
the 450D that connects to the hitch and adjusts up and down. I don't understand how it effects the hitch or when and how to use it. Thought I'd go to the source of all knowledge (are you there Red?) to find out. Appreciate the help and all the good information on the board.
