I have a cub doing exactly the same thing. I did as you did and to no avail. (also did, new plugs, wires, points, condensor, rotor, dist cap) the other post about possible "bad coil" sounds like a good lead. Particularly if the tractor has 12V on it. You can get replacement coils from NAPA that have built in resistor (for 6V conversions) or regular. Also does your coil have any leakage coming from it?? I have also heard that some coils will overheat and the internal oil leaks out. The next time I work on my cub I will try a new coil. Let me know what works for you! I don't know what the coil resitance should be. A series resistor is about 1.5 ohm as bought from a parts store.
