Define the vibration a bit more. Does it actually shake the tractor? You are probably aware that a diesel not under load makes a hammering (clicking?) noise somewhat like a tapping on a casting with a hammer which is a normal sound. Is it that sound that seems to be the "vibration"? Burning a half gallon of oil per day means the engine is worn pretty bad and most likely needs an overhaul unless the oil is getting away through leaking which may mean replacing oil seals. We had a WD-9 that had a bad rear crankshaft seal and leaked oil a lot but ran fine and had good power.
