The most common problem in this regard is worn out linkage and related parts. First adjust the throttle linkage between the carb and governor shaft to spec. If the problem persists it's because of worn linkage or the anti-surge spring being adjusted too far in. Back the surge screw out enough to be sure that it's not holding your idle up. The screw is located on the bottom of the governor housing under an acorn nut. If the problem still persists you'll have to compensate for wear by shortening the rod between the carb and the governor, usually by the adjustable turnbuckle on the rod.
