The "H" has a massive cooling system for it's size(4.25 gal U.S). If you intend to work your tractor year round, you need a thermostat. I would fix the gauge too. The only way I know to cheat in the cold weather is to use the radiator shudder which was installed on many "H"'s especially the dual fuel models. Even then, they don't warm up all that good. Best peace of mind is to have a functional thermostat. Makes them easier on fuel and improves operating efficiency too.
