Carb and Govenor

Thanks once more RED,maybe i had the wrong EMAIL address. i diddn't relize there was this board.as i said i had the carb rebuilt.When i put the carb back on with the governor shaft then i start the tractor and pull up the govneror controll(to give more gas).The governor will pull jump back down slowing the amount of gas the tractor gets.I know i'm doing something wrong but at this point i dont know what i'm doing wrong.but no matter what i do as far as the position of the speed contoll(putting it at full thortle,half throtle or completely down where it gets the least amount of gas) which gives the tractor gas.i have not been able to get it right. it's a 1947 Farmall H.Any suggestion or help maybe know what i'm doing wrong?
