Water In Oil On M

After 3 head gaskets water was still getting in the oil on my 50 M.Assumed a cracked block.After buyimg a new block,well used,I took the front timing cover off of the "cracked" block and found what looks like a freeze plug to be rusted out.My 42 block is not like that.Whats the deal?Is there suppose to be a freeze plug there?
