To find out if it's the clutch put a load on the clutch by applying the brakes,(I use forth or fith gear) if clutch is slipping you should be able to bring the tractor to a stop without killing the engine. Then you will smell clutch, it might be the engine clutch or it could be the TA clutch if your on the high side, so you will want to work the TA on the high side and then on the low side. If the engine pulls down where you could kill it then it's the engine. I would check for dirt in sediment bowl first then the carb. for dirt and old fuel will make a tractor run bad. Might need to just adjust the carb. a little. Give this a try before you miss with the governor.
