loosing fluid/oil? from right rear tire

1957 IH-350 Utility (4cyl,Gas,3pt,TA,IPTO) The center bolt (a 3/4 bolt that goes into the axle) for the right rear tire keeps coming loose and leaks what seems to be oil. The lugs are all tight and there's no fluid on the backside of the tire, just from the center bolt? I took the center bolt out and it holds a circular plate about the size of the bottom of an average coffe cup. There's a small pin that fits into a hole in the plate. With the plate off you can see what looks like a small gear? The fluids seems to be coming from the bottom of that gear? Some have suggested lock-tite but I'm afraid to use it. Any ideas?
