The double petcock setup I presume is a carryover from the era of distillate burning engines. These suffered from oil dilution on account of unburned fuel getting past the rings while in operation. Procedure for the start of a days work:
1 - Open the lower petcock until oil stops draining.
2 - Close the lower, then open the upper petcock.
3 - Add fresh oil until it appears at the upper petcock.
4 - Close the upper petcock - your crankcase is now full and ready to go.
