The small crank the writer asked about was for the actuation of the rad shudder which was used in conjunction with kerosene or to assist in the regulation of engine temperature.
I hardly ever use mine... sometimes in the winter, when it's really cold. I don't know of too many who run kerosene in this day and age. I run high octane gas.
