Puller H tires and Rims

Please send responces directly to my email! I have a 40hp H that I pull in the stock class in the 4000 4500 and 5500 weight classes. It competes well on dirt tracks with 12.4 38 agrapowers. I am having trouble getting it to hook up on gravel tracks. I just bought a set of 13.6 38 field and roads that i have mounted on 11" rims. I noticed a guy that pulls an stock M on gravel tracks with 14.9 38 field and roads on 10" Rims and consistently gets first place. should I take off my 11" rims and use 9" rims? A 13.6 38 is the largest tire I can use according to our rules. I normally have to pull against 15 to 25 tractors per class and the stock class has to pull in first gear. I go to about eight pulls a year in my area. Any sugestions would be helpfull. Andy Fischer Sleepy Eye, Minnesota
