Get a bearing splitter that goes behind the pulley to distribute the force, then get a large 2 jaw puller big enough to hook behind the bearing splitter. It takes alot of force to pull that thing, so get heavy tools. If you try a standard 2 or 3 jaw puller applied to the lip of the pulley all you do is destoy the pulley and it doesn't move.
