Who Put the PTO in Tractor

What manufacture and what tractor had the 1st PTO? I can image what the sales persons told that the PTO was going to be used for. Maybe like the AC dealer that told his customers that if they would take the rubber tired tractors, he would come out and replace with steel as soon as the steel wheels come in.
