The only way you will get paint to stick to that casting again is to have it hot tanked. And in my opinion it wouldn't be worth it. The castings were brushed with a sealer at the factory so they wouldn't leak, but after all these years of being soaked with oil I doubt they would ever leak. High performance engine builders grind all the castings smooth on the inside and then paint them so that the oil drains back to the pan quicker. This is not necessary in a farm tractor. Steven
