I have a 46 A with added on hydralics driven by the belt pulley. There is a small belt driven pump mounted out back and a starting fuel tank from a WD-9 makes the hydralic reservoir. Of course it isn't live hydralics, but hey it works. I used it for about 3 years to mow road ditches and rake and any odd job that came up around the farm that it could handle. Then it wouldn't start without pulling it so I parked it for a year and a half until I found this site and figured out how to get to the points on the magneto. New points and condenser and it runs like new, starts on the 2nd click! Farmall A is a great tractor, but $1900 is awful steep for an unrestored one. Unless it has really good tires and/or a new engine I would offer less. I bought mine in 1992 for $600, paint was good and the engine hadn't been run much since overhaul.
