The first thing I would check is the valve clearance. If you didn't readjust the valves, they are likely out of adjustment. Make sure the valves are opening and closing. If all that's OK, I think you will have to take the head off again. And check for a blown gasket. If you still can't find the problem, you may have broken rings. I had one years ago that had low compression and when I got it apart, three of the four pistons had the ring end gaps lined up, not staggered. Sometimes you never know. My IT shop manual is very helpful, but it's an old one. Maybe the new ones aren't as good. Good luck.
