Need help with Farmall 450 brakes

I have a neighbor who rebuilt the brakes on his 450 a few years ago. Ever since the rebuild the brakes are very prone to grabbing and locking up. He has tried every combination of adjustment imagineable and the brakes still grab. He has been told by two Case dealerships that this is a very common problem with these rebuild kits. Has anyone else experienced this probelm and what did you do about it? He is to the point that I believe he would be interested in buying decent used brakes off a parts tractor. As it sits the tractor is not safe to drive. If you have the brakes set so they will grab they will put you over the hood. If you back them off so they won't grab they won't stop the tractor.
