That is a bit low. Normal oil pressure for a tight engine with a good oil pump would be 40 to 50 psi. The spring in the relief valve on the oil pump may be weak, you may have a bad gage or you may have other problems. Your range of 20 to 40 psi is sufficient for operation of the engine though. The oil pump is supposed to relieve at 50 psi.
