The $400 A that I got last summer had a tire like that. I put air in it, rolled it into a shelter, then went and did some work with my B. Got done, drove the B back to where the A was parked, and as I shut down the B there was a tremendous BANG! I thought, "well, isn't that strange, this tractor has never backfired before". Turned out it was the tire on the A making itself known for the last time as the tube burst.

Heck, fifty bucks for some wheel weights and lights ain't bad at all.
