OK - what you need to do next is isolate the problem. First make yourself a short jumper wire - a piece of 12 or 14 gage couple feet long with an alligator clip on each end is ideal. Then proceed: Stick the voltmeter across the battery again; start and run the motor at 2/3 throttle or faster. Then: 1 - Attach one end of a jumper to a good ground and clip the other to the regulator base. If the voltage rises to 7.0 or higher, the regulator base ground is bad - clean the base and mating surface, then tighten the mounting bolts. If voltage remains low... 2 - Attach on end of a jumper to the BAT and the other to the GEN terminals on the regulator. If the voltage rises to 7.0+, the regulator is bad - replace it. If voltage is still low... 3 - Leave the first jumper in place across the regulator. Now attach one end of the 2nd jumper to the FLD terminal on the generator and the other end to a good ground. If the voltage rises to 7.0+, the regulator is bad - replace it. If the voltage is unchanged, the generator is the problem. Figure on a rebuild or replace. (Good idea to replace the regulator at the same time....) Good luck!
