Int. 504 No spark at points.(Help!)

It was about time to change my points and condensor, so off I went a bought the new ones. The tractor was running fine until I installed the new points and condensor.I am not getting spark across the contacts on the points. You can cause a spark by placing a screwdriver on the hot side and arcing against the casing of the distributor but nothing across the contacts of the points.I also tried the old paper trick in case I had oil on the point contacts. No luck. Any suggestions????? My gap is also correct I think? .20 right? I also have 12 volts on the points. I checked this with a meter. I am stumped?
